An investigation by the Tennessee Comptroller’s Office has resulted in the indictment of former Madisonville Police Officer Bobby Woods. The investigation began after concerns were raised about Woods’s use of a city-issued fuel purchasing card, intended for his patrol car, between February 2022 and December 2023.
Investigators determined that Woods misappropriated at least $3,072.71 by using the card on 84 occasions to purchase fuel for personal use. These purchases occurred while Woods was off duty, outside city limits without justification, and in quantities that exceeded the capacity of his assigned patrol vehicle.
Woods admitted to investigators that he used the city-issued fuel card for personal purposes. Investigators also identified at least $2,270.43 in questionable purchases, including fuel amounts not supported by odometer readings consistent with expected vehicle usage.
Woods resigned from the department on December 4, 2023.
Based upon this investigation, in May 2025, the Monroe County Grand Jury indicted Bobby Mack Woods on one count of theft over $2,500, one count of fraudulent use of a debit or credit card, and one count of official misconduct.
“Cities must adopt clear policies and document internal controls to prevent fraud and misuse of public resources,” said Comptroller Jason Mumpower. “A simple written policy could have helped deter this misuse and ensured better accountability.”
