Come On, Really?

An avid reader and sometimes a source of BrianHornback.Com was traveling east on I-40 in Jefferson County today (6-9-2017) and witnessed a Knox County Sheriffs Officer blue light a vehicle, but did not pull the vehicle over. Primarily I would assume because it is out of the jurisdiction of KCSO. I have notified Sheriff Jones and because it is not clear the tag or car number, it may be difficult to determine the officer. The vehicle exited I-40 East at the Dandridge exit.

I have in the past criticized and asked about KPD being out of their jurisdiction, here, here and here, so I am simply asking, can this occur outside the jurisdiction?
