On December 15, 2008 one of our sources attended the Knox County Commission meeting. Our source indicated that as they were walking to the City County Building at 12:30 p.m. Arnett’s car was parked in his designated spot. When they walked back to their car at 2:41 p.m. they noted that Arnett had obviously left.

Did he go home early? Did he go to do his Christmas shopping? He was not at his office. He was not recording the actions of the Commission meeting, which is the responsibility of his office. It appears that voters will need to start reporting the whereabouts of one Foster Arnett.

So if he is not going to be at his office and he is going to tow any vehicles parked here. Shouldn’t Knox County make this parking space available to handicapped citizens instead of making them park two blocks away and traveling to the courthouse passing this unused parking space? What is the value of this parking space? Should it be reported as income to Arnett? After all it is a work perk that has monetary value.
