In his first year serving as the Fourth District Knox County Commissioner, Shane Jackson held his inaugural zoning community meeting — and it was anything but ordinary. The meeting was scheduled to take place on the property of Bluegrass Animal Hospital, but with storms rolling in, the veterinary staff graciously opened their doors and hosted everyone inside.
The focus of the meeting? A rezoning request for 6.5 acres of land located just south and west of the hospital. The proposal aims to change the zoning from Agricultural to Suburban Residential, allowing for up to 10 units per acre. The concept under discussion includes townhomes or condos — not apartments, a key point clarified during the session.
Despite the weather, 24 people showed up to join the conversation, including County Commission Chair Gina Oster, along with Commissioners Terry Hill and Angela Russell. You can watch the full meeting here.
As with many zoning discussions, tensions ran high. Nearby residents often don’t engage with property matters — until a development proposal sparks interest. At that point, the line between individual property rights and community concerns becomes sharply drawn.
Commissioner Jackson, like others on the board, faces a tough balancing act. Rezoning decisions rarely please everyone. No matter how he votes, someone is likely to walk away unhappy — a reality that comes with the job.
