Is Robert Lawrence Smith Running as Part of a NEW Third Party?

UPDATE: 3:55 p.m. December 5, 2016 There is an updated form where Smith has decided to be affiliated with the “republican” party.

Original Post: In reviewing some Knox County Election Commission documents online this morning, I stumbled upon the Appointment of Political Treasurer for Robert Lawrence Smith in seeking the County Commission at large Seat 11 position. Under Party Affiliation, it says “Rebublican”  So as a former Knox County Republican Chairman it seems that Smith is running in a new third party.
