Using “hugs” is kinda odd since this March 3, 2017 story and this WBIR March 7, 2017 story about an allegation that he is being investigated on.

Smith violated the rules during the Farragut July 4th parade about a walker under age.

Surely, as the Chairman of the Professional and Business Association that puts on the Karns parade, he knew the rules.

Apparently rules do not apply to Smith and his campaign team.
