Lee Tramel taking about how Jail is no longer a deterrent. Addiction is feeding the crime, Crime is feeding the addiction. Whether it was the Big Orange Pawn bust, where it is alledged addicts were selling stolen goods for pennies on the dollars to feed their need for drugs or any of the other busts this past year.
