Today, Friday October 23, 2026, Mayor Betsy Henderson announced support of two ordinances proposed by Commissioner Angela Russell. The Hotel Occupancy Tax Ordinance (O-026-10103) and the Defined Service Contracts Ordinance (O-26-10-102) strengthen transparency and accountability in Knox County’s budget process.

“I appreciate Commissioner Russell’s continued push for accountability and transparency in how we manage government spending. We are focused on delivering value for every taxpayer dollar. That means taxpayer-funded services should provide a clear and justifiable benefit to taxpayers.”

“Commissioner Russell is committed to ensuring that public funds are directed to organizations that deliver real results. Taxpayers have a right to know how government spends their money. This process allows us to make informed funding decisions and ensure we direct taxpayer dollars to programs and services that best serve the people of Knox County.”

Mayor Henderson’s support for these ordinances is another step toward delivering on her commitment to responsible stewardship of taxpayer dollars and ensuring budgeting decisions are made with taxpayers top of mind.
