An investigation by the Tennessee Comptroller’s Office has resulted in the indictment of Brittany Clawson, the former treasurer of the Volunteer Touchdown Club (VTC), a school support organization for the Volunteer Comprehensive High School football team in Hawkins County. The investigation began after VTC officers reported questionable activity.

Investigators found that Clawson made six unauthorized payments totaling $3,276.82 from the VTC PayPal account to her personal PayPal account. Those funds were later transferred to a personal bank account unrelated to VTC operations. Investigators also identified at least $947.09 in personal purchases made with VTC funds, including shoes, sunglasses, and athletic apparel.

The investigation further identified at least $16,951.31 in questionable disbursements from the VTC PayPal account due to missing or insufficient documentation. These transactions included retail purchases, grocery purchases, restaurant charges, a medical payment, payments to individuals, and other transactions investigators could not verify as benefiting the organization.

Investigators also could not determine whether all cash and electronic collections were properly deposited into the VTC bank account.

Based upon this investigation, on June 1, 2026, the Hawkins County Grand Jury indicted Brittany Clawson on one count of theft over $2,500.

“School support organizations must maintain strong financial controls and proper documentation,” said Comptroller Jason Mumpower. “When one person controls collections, purchases, deposits, and recordkeeping without oversight, the risk of fraud and misappropriation increases significantly.”
